國測管發(fā)〔2014〕31號
各省、自治區(qū)、直轄市測繪地理信息行政主管部門：
根據(jù)黨的十八屆三中全會精神，按照國務(wù)院行政審批制度改革要求，本著簡政放權(quán)、寬進嚴管、強化服務(wù)的原則，為了規(guī)范測繪資質(zhì)行政許可行為，進一步轉(zhuǎn)變 *** 職能，激發(fā)市場活力，維護市場秩序，促進地理信息產(chǎn)業(yè)發(fā)展，我局依據(jù)《中華人民共和國測繪法》、《中華人民共和國行政許可法》等法律法規(guī)，對《測繪資質(zhì)管理規(guī)定》和《測繪資質(zhì)分級標準》進行了重新修訂，現(xiàn)予印發(fā)，請遵照執(zhí)行。[1][2]

測繪資質(zhì)分級標準
前 言
一、本標準劃分為通用標準、專業(yè)標準兩部分。
通用標準是指對各專業(yè)范圍統(tǒng)一適用的標準。
專業(yè)標準包括大地測量、測繪航空攝影、攝影測量與遙感、地理信息系統(tǒng)工程、工程測量、不動產(chǎn)測繪、海洋測繪、地圖編制、導航電子地圖制作、互聯(lián)網(wǎng)地圖服務(wù)
關(guān)于測繪資質(zhì)
如果只自己用，不對地圖進行修改和制作，是不要測繪資質(zhì)的。
如果是做導航電子地圖或者互聯(lián)網(wǎng)地圖，那一定要測繪資質(zhì)的，導航電子地圖制作要具有與完成道路數(shù)據(jù)采集和數(shù)據(jù)信息加工處理能力相匹配的人員和設(shè)備等等，申請導航電子地圖制作資質(zhì)的企業(yè)注冊資金不低于6000萬元。人員也要100人左右，至于測繪資質(zhì)跟一般測測繪資質(zhì)不一樣的?；ヂ?lián)網(wǎng)地圖制作的測繪資質(zhì)要乙級以上，人員大概20人，具體見《測繪資質(zhì)管理規(guī)定》和《測繪資質(zhì)分級標準》
如果買的是國家基礎(chǔ)測繪資料，一定要有出處的，地圖在中國管得很嚴的，特別是地圖涉及到國家安全等等，你說是自己測的，也需要有有關(guān)部門驗收，質(zhì)量檢查，成果管理等一系列的東西，不能瞎蹦出來這么些地圖數(shù)據(jù)，更何況國家基礎(chǔ)地圖你也做不出來的，也不會讓你做。具體見《中華人民共和國測繪法》 、《國家基礎(chǔ)地理信息數(shù)據(jù)使用許可管理規(guī)定》和《基礎(chǔ)測繪成果提供使用管理暫行辦法》等一系列政策法規(guī)。

第四條 測繪資質(zhì)分為甲、乙、丙、丁四級。
測繪資質(zhì)的專業(yè)范圍劃分為：大地測量、測繪航空攝影、攝影測量與遙感、工程測量、地籍測繪、房產(chǎn)測繪、行政區(qū)域界線測繪、地理信息系統(tǒng)工程、海洋測繪、地圖編制、導航電子地圖制作、互聯(lián)網(wǎng)地圖服務(wù)。
第二章 資質(zhì)申請
第五條 國家測繪局負責審批甲級測繪資質(zhì)并頒發(fā)甲級《測繪資質(zhì)證書》。
省、自治區(qū)、直轄市人民 *** 測繪行政主管部門負責受理甲級測繪資質(zhì)申請并提出初審意見；負責受理乙、丙、丁級測繪資質(zhì)申請，做出審批決定，頒發(fā)乙、丙、丁級《測繪資質(zhì)證書》。
省、自治區(qū)、直轄市人民 *** 測繪行政主管部門可以委托設(shè)區(qū)的市（州）人民 *** 測繪行政主管部門受理本行政區(qū)域內(nèi)乙、丙、丁級測繪資質(zhì)申請并提出初審意見。
第六條 申請測繪資質(zhì)的單位應(yīng)當具備下列基本條件：
（一）具有企業(yè)或者事業(yè)單位法人資格；
（二）有與申請從事測繪活動相適應(yīng)的專業(yè)技術(shù)人員；
（三）有與申請從事測繪活動相適應(yīng)的儀器設(shè)備；
（四）有健全的技術(shù)、質(zhì)量保證體系和測繪成果及資料檔案管理制度；
（五）有與申請從事測繪活動相適應(yīng)的保密管理制度及設(shè)施；
（六）有滿足測繪活動需要的辦公場所。
第七條 測繪單位生產(chǎn)、加工、利用屬于國家秘密范圍測繪成果的，其保密管理工作應(yīng)當符合下列條件，并向測繪資質(zhì)審批機關(guān)提交有關(guān)書面材料：
（一）依照國家有關(guān)保密和測繪法律法規(guī)，建立健全保密管理制度；
（二）設(shè)立保密工作機構(gòu)，配備保密管理人員；
（三）依照國家有關(guān)規(guī)定，確定本單位保密要害部門、部位，明確崗位職責，設(shè)置安全可靠的保密防護措施；
（四）與涉密人員簽署保密責任書，核心涉密人員應(yīng)持有省級以上測繪行政主管部門頒發(fā)的涉密人員崗位培訓證書。
（五）對單位職工進行經(jīng)常性的保密教育培訓，定期開展保密檢查工作。
第八條 測繪資質(zhì)審批機關(guān)應(yīng)當在辦公場所和 *** 網(wǎng)站公示測繪資質(zhì)許可的依據(jù)、條件、程序和期限。
測繪資質(zhì)受理機關(guān)應(yīng)當推行電子政務(wù)，方便申請單位采用測繪資質(zhì)管理信息系統(tǒng)，以數(shù)據(jù)電文方式進行在線申請。
第九條 初次申請測繪資質(zhì)和申請測繪資質(zhì)升級的，應(yīng)當提交下列材料：
（一）《測繪資質(zhì)申請表》；
（二）企業(yè)法人營業(yè)執(zhí)照或者事業(yè)單位法人證書;
（三）法定代表人的簡歷及任命或者聘任文件；
（四）符合規(guī)定數(shù)量的專業(yè)技術(shù)人員的任職資格證書、任命或者聘用文件、勞動合同、畢業(yè)證書、身份證等證明材料；
（五）當年單位在職專業(yè)技術(shù)人員名冊；
（六）符合省級以上測繪行政主管部門認可的測繪儀器檢定單位出具的檢定證書、購買發(fā)票、調(diào)撥單等證明材料；
（七）測繪質(zhì)量保證體系、測繪成果及資料檔案管理制度；
（八）測繪生產(chǎn)和成果的保密管理制度、管理人員、工作機構(gòu)和基本設(shè)施等證明；
（九）單位住所及辦公場所證明；
（十）反映本單位技術(shù)水平的測繪業(yè)績及獲獎證明（初次申請測繪資質(zhì)可不提供）；
（十一）其他應(yīng)當提供的材料。
測繪單位申請變更業(yè)務(wù)范圍的，應(yīng)當提供前款第（一）、（六）、（十）項材料及第（四）項中相應(yīng)專業(yè)技術(shù)人員材料。
第十條 測繪單位申請變更單位名稱、住所、法定代表人的，應(yīng)當提交下列材料：
（一）變更申請文件；
（二）變更事項的證明材料；
（三）《測繪資質(zhì)證書》正、副本；
（四）其他應(yīng)當提供的材料。

現(xiàn)在全國各省多數(shù)在用同一套資質(zhì)管理系統(tǒng)。申辦資質(zhì)用的職稱證書是否被其它公司使用只有在系統(tǒng)內(nèi)查詢，是測繪行政管理部門才有權(quán)限的。如果在其它地方查到重名重用了，在這個系統(tǒng)內(nèi)查不到就認為沒重，可以用。反之，如果在這里查到重了，其它地方重不重就沒意義了，這個證就是廢的了。
最靠譜的做法是問持證人，即使在系統(tǒng)內(nèi)查到已用，由持證人出證明也可以將其廢掉。
